Instruction is thought to have begun in the mid-sixteenth century in Spanish monastic communities, where the monks under vows of silence employed a well-established system of signed communications. Early in the 1600s, deaf education entered the domain of private tutors, laymen with no use for manual signs who advocated oral instruction for their pupils. Deaf children were taught to speak and lip-read, and this form of deaf education, which has been the subject of controversy ever since, spread from Spain throughout the world.Plann shows how changing conceptions of deafness and language constantly influenced deaf instruction. Without understating the role of violent intervention, Ivan Evans shows that apartheid was sustained by a great and ever-swelling bureaucracy. The Department of Native Affairs (DNA), which had dwindled during the last years of the segregation regime, unexpectedly revived and became the arrogant, authoritarian fortress of apartheid after 1948. The DNA was a major player in the prolonged exclusion of Africans from citizenship and the establishment of a racially repressive labor market. Exploring the connections between racial domination and bureaucratic growth in South Africa, Evans points out that the DNA's transformation of oppression into "civil administration" institutionalized and, for whites, legitimized a vast, coercive bureaucratic culture, which ensnared millions of Africans in its workings and corrupted the entire state. Holden, an astronomer and then president of the University of California, instigated the purchase of the best available instruments of the time "to keep a register of all earthquake shocks in order to be able to control the positions of astronomical instruments." These seismographs were installed two years later at Lick Observatory on Mt. Hamilton and at the Berkeley campus of the University. Over the years those stations have been upgraded and joined by other seismographic stations administered at Berkeley, to become the oldest continuously operating stations in the Western Hemisphere. The first hundred years of the Seismographic Stations of the University of California at Berkeley, years in which seismology has often assumed an unforeseen role in issues of societal and political importance, ended in 1987.To celebrate the centennial a distinguished group of fellows, staff, and friends of the Stations met on the Berkeley campus in May 1987.
